Jerome Smith


Mr Smith graduated with a MPhil in Zoology and BSc. in Zoology with a Botany Minor from the University of the West Indies. He has worked with the National Environment and Planning Agency from 2001 to 2007 in the Coastal Zone Branch where his specialty was the assessment of coastal and marine environments particularly as it relates to revision and approval of development applications.  He also worked in the Ministry with responsibility for Environment from 2007 to 2015 as Director of Natural Resources where he focused on the development of Environmental Policies and Legislation. He was also Jamaica’s Focal Point for the Convention on Biological Diversity (July 2007 - August 2015) and Chair of the National RAMSAR Committee (November 2009 - January 2013). Currently he sits as the Principal Director for Forest Operations at the Forestry Department, where his broad responsibilities include:

  • Overseeing the management of Jamaica’s Forest Reserves and Forest Management Areas
  • Supervising the operations of the Nursery Programme
  • Overseeing the execution of the National Private Planting Programme

Jerome has over 15 years of experience in the environmental field and a thorough grasp of the “Ridge to Reef” concept which highlights the inter-connectivity of the various ecosystems as well as the importance of their sustainable use.

This is Jerome’s first term of service on the JIEP Council.
